The Organisation Undoing Tax Abuse (OUTA)
The Organisation Undoing Tax Abuse (OUTA), is a civil action organisation that was formed in 2012, to challenge a Government policy on the funding of the Gauteng Freeway project upgrade through an electronic tolling system. OUTA conducted significant research on the e-tolling decision, and established that while these mechanisms have a purpose and place for road infrastructure financing in many countries, the scheme planned for Gauteng was grossly flawed, overpriced and administratively unmanageable. The scheme has since been shut down (due largely to OUTA’s interventions) and since 2016, OUTA revised it’s strategy and MOI to become a broader anti-corruption entity - tackling the abuse and waste of public funds, working largely with Whistleblowers and other information sources. In doing so, OUTA has taken on over 350 projects to date and saved the country hundreds of billions of rands in its work.
OUTA is almost entirely funded by the public and businesses in South Africa. The organisation's evolution to develop effective civil interventions to defend the country’s democracy from the abuse of power, makes for interesting insights.
